a. There shall be only one principal use on each lot except as hereinafter provided under section 13-10 entitled "Shopping Villages."

b. The front of any structure constructed on a lot in the highway commercial district shall face the front property line except as hereinafter provided in section 13-10 entitled "Shopping Villages."
