ARTICLE XVIIIF Urban Renewal UR-4 District

§211-113.21. Purpose.

A. The purpose of the Urban Renewal (UR-4) District is to provide medium-rise, medium density residential housing as a component of the general goals of the Urban Renewal Project while providing an appropriate transition between existing single-family residential uses and the higher density mixed uses in the other quadrants

B. Additional purposes are to include the provision of an appropriate affordable housing component, the conservation of open space areas, including wetlands and floodplains, and the provision of adequate active and passive recreation facilities for the use and enjoyment of the residents of this quadrant, including the protection of Rovers Lake It is also the intent to relate the development of residential housing in the UR-4 District to the commercial and mixed-use development to be developed in other quadrants of the Wayne Urban Renewal Area through appropriate linkages, including the provision of mass transit stop(s) connecting development in the UR-4 Districts with other higher density quadrants

§211-113.22. Permitted uses and structures.

In UR-4 Districts, no lot, plot, parcel or tract of land shall be used and no building and/or other structure shall be used, built, altered or erected to be used for any purpose other than that of

A. Medium-rise use multifamily residential structures with a variety of unit sizes

B. Housing units for low and moderate-income households under the current or future New Jersey Council of Affordable Housing guidelines

C. Accessory uses, to include active and passive recreation areas and day-care facilities for the residents of this district only

D. One freestanding sign placed on the ground and identifying the name of the development and not exceeding 60 square feet in area shall be permitted, provided that said sign shall be set back 20 feet from the street line No such sign shall be internally illuminated Nothing herein shall prohibit a double-faced sign perpendicular to the street line

§211-113.23. Density.

The maximum permitted density shall be limited to 14 5 units per acre

§211-113.24. Bulk requirements.

A. Lot area 30 acres minimum

B. Lot width 500 feet minimum

C. Lot depth 500 feet minimum

D. Setbacks

(1) Front yard 50 feet minimum

(2) Side yard 40 feet minimum

(3) Rear yard 25 feet minimum

§211-113.25. Building height, lot coverage and impervious surfaces.

A. Building height No structure, excluding chimneys, cupolas, elevator penthouse or other similar roof structures, shall

(1) Exceed sixty (60) feet in height if the structure contains only Dwelling units

(2) For a structure containing Dwelling units and parking areas within the same building, the maximum height of the structure may be increased one (1) foot for every one (1) foot of height used for parking, but in no case shall any structure have a height greater than seventy (70) feet or five (5) stories,

B. Lot coverage Thirty percent (30%) maximum

C. Impervious surfaces Forty percent (40%) maximum

§211-113 26. Parking requirements

A. Off-street parking shall be provided as follows

(1) One and one-half (1 1/2) spaces for each one (1) bedroom unit.

(2) Two (2) spaces for each unit of more than one (1) bedroom

B. All parking shall be under cover, except that visitor parking or that provided in conjunction with a recreation area may be provided outside of a structure

C. All parking spaces shall be a minimum of eight and one-half (81/2) feet wide and eighteen (18) feet long, except that no more than twenty percent (20%) of the total number of required spaces may be for compact cars Such compact car spaces may be seven and one-half (7 1/2) feet wide and eighteen (18) feet long but must be grouped together and signed and controlled so as to limit parking in these spaces to compact cars only

D. All under-cover parking for residents of the project shall be controlled in a manner so as to limit the number of cars for each unit

E. No parking spaces shall be permitted to be used for a recreation or company vehicle, a boat or boat trailer or for a commercial vehicle in excess of ten thousand (10,000) pounds GVW (gross vehicle "eight)

F. Handicapped parking spaces and access shall be provided as required by state standards

§211-113 27 Landscaping and buffer areas

A. Where any development in the UR-4 District abuts an existing single-family residential zone, a fifty-foot densely landscaped buffer of deciduous and coniferous plants and evergreens shall be installed forming a one-hundred-percent visually impervious buffer at a minimum height of eight (8) feet at planting and maintained at maturity at a minimum height of not less than fifteen (15) feet A landscaped earth berm of a minimum height of six (6) feet may be constructed

B. Any part of the project not used for structures, roadways, loading accessways, parking areas, pedestrian walks and/or jogging paths or land preserved and maintained as wetlands, floodplain or vegetation in its natural state shall be landscaped with grass, trees or shrubs

C. Pedestrian paths, jogging paths, and walkways must be at least four (4) feet "de A jogging and/or walking path must be provided to link all dwelling units to active and passive recreation areas located on-site

§211-113.28 Other provisions

A. Pedestrian walkways, paths and associated amenities shall be provided in such locations, including entrances and exits to buildings and where normal pedestrian traffic will occur Pedestrian street furniture shall be provided along all pedestrian paths, transit stops, etc , which shall consist of benches, trash containers, lighting fixtures, street identification signs, etc

B. Developments in the UR-4 Zone shall provide the opportunity for the location of pedestrian access and for mass transit stop(s) within the development for the establishment of linkages between the UR-4 District and other urban renewal quadrants

C. Not less than fifty percent (50%) of the tract area shall be devoted to open space, exclusive of buildings, roadways, driveways and parking areas Open spaces may include passive recreation areas, lakes and other water bodies floodplains and delineated wetland areas

D. Forty-two (42) affordable housing units shall be provided for a project of four hundred sixty-five (465) total units if additional units are approved, affordable housing shall be provided at a ratio of one (1) affordable unit for each four (4) market units approved
