Provisions shall be made for two (2) usable off-street parking spaces for each new dwelling unit in the C, R-C, R-1, R-1 A, R-1 B, R-2, and R-2A Districts and one (1) usable off-street parking space in the R-3 and R-4 Districts, provided that two (2) parking spaces per dwelling unit shall be provided for each new two-family structure in such districts. Non-residential uses hereinafter permitted in the residential zones shall provide one (1) parking space for each one hundred fifty (150) square feet of floor area, provided, however, nonresidential uses of public congregation such as. but not limited to, churches and hospitals, shall provide one (1) parking space for every two and one-half (2 1/2) persons intended to be accommodated at any one given time or one (1) space for each one hundred fifty (150) square feet of floor area whichever results in the greater amount of parking area. Nonresidential parking areas am permitted in residential lea as a conditional use provided: | |||||||

a. The parking area extends continuously from a non-residential zone.

b. Ingress and egress am from the non-residential zone only.

c. The provisions of subsection 19-5.803 are complied with.

d. The Planning Board ascertains that such use is reasonably necessary for the convenience of the community and will not be detrimental to the health, safety or general welfare of the community or of the surrounding property.

Off-street parking requirements in the AH Affordable Housing and the T-1, T-3 and T-4 Townhouse Zone and the PARC Zone shall be in accordance with the requirements of the Residential Site Improvement Standards (N.J.A.C. 5:21) | |||||||

In all nonresidential zones, except the B-1 Central Business District, off-street parking shall be provided for all new buildings, additions to buildings or alterations of buildings in accordance with the Schedule of Off Street Parking in Nonresidential Zones attached hereto and declared to be a part hereof.' | |||||||

a. All off-street parking areas shall be surfaced with an asphalt, bituminous, or cement binder pavement which shall be graded and drained to dispose of all surface water as approved by the Township Engineer. There shall be a five (5') foot sidewalk of at least four (4") inches above ground between any building and a parking area used by the public

b. Any lighting in connection with off-street parking shall be so arranged and shielded as to reflect the light downward away from all adjoining streets, residence zones or residential buildings.

c. The off-street parking area shall be effectively screened on any side which adjoins or faces premises situated in any residence district or institutional premises Where there is suitable existing plant materials along such boundaries, appropriate measures shall be taken to adequately protect such plant materials during construction and landscaping plans shall provide for supplemental plantings as necessary and as directed by the Planning Board to provide an effective screen. In the absence of existing plant materials, provisions shall be made for new plantings to achieve an effective screen which shall include staggered rows of evergreen trees, shrubs where appropriate and suitable ground covers The size of such plant materials shall be adequate to provide an initial screen four to six (4'-6') feet in height In appropriate locations, the Board may permit a solid, uniform fence or wall not less than four (4') nor more than six (6') feet in height in good condition

d. The off-street parking area shall be subject to the approval of the Planning Board as set forth in Article 4, Subdivision and Site Plan Review, to insure its adequacy, relation to traffic safety and protection of the adjacent Properties, and to further ascertain that all requirements of this Section are complied with

e. Off-street parking facilities as required by this Section shall be provided on the same lot with the permitted principal building Off-street parking facilities as a principal use are permitted as a conditional use pursuant to Section 54, Chapter 291, Laws of New Jersey 1975.

f. Off-street parking facilities may be placed in any required yard in the B-1, B-2, B-2A and B-3 Zones Off-street parking facilities are prohibited in the required front yard in the O-B and A-1 Zones No part of any off-street parking area, access drive or driveway in any non-residential zone shall be closer than ten (10') feet to any property line or right-of-way line nor closer than five (5') feet to any building, however, in the two (2) Industrial Zones, 1-1 and 1-2, fifty (50%) percent of the required front yard may be used for parking provided no parking area is closer than twenty (20') feet to the front street property line

g. All off-street parking areas shall be used solely for the parking of vehicles and no commercial repair work or service of any kind shall be conducted on such parking lot No sign, other than entrance, exit and condition to use signs shall be maintained.

h. All parking areas shall be designed with service aisles to meet the following standards:

1. Parallel to thirty (30 ) degree angle parking twelve (12') foot aisle width
| |||||||
2. Thirty-one (31 ) degree to forty-five (45 ) degree angle parking-fourteen (14') foot aisle width
| |||||||
3. Forty-six (46 ) degree to sixty (60 ) degree angle parking -eighteen (18') foot aisle width
| |||||||
4. Sixty-one (61 ) degree to ninety (90 ) degree angle parking and access drives-twenty-four (24') foot aisle width
| |||||||
i Only one-way traffic circulation shall be permitted in twelve (12'), fourteen (14'), and eighteen (18') foot aisle widths | |||||||
j. Parking areas and access drives shall be enclosed by a granite block curb six (6") inches above the paved surface, in accordance with Township specifications.

k. All new uses or expansion of existing uses in nonresidential zones shall be required to provide curbs, sidewalks and shade trees within the street right-of-way All such facilities shall be installed in accordance with Township specifications.
| |||||||
l. The amount of off-street parking area to be paved may be reduced by the Planning Board if it can be clearly demonstrated by the applicant that such additional parking area is not necessary, however, the entire amount of unpaved parking area must at all times be made available for parking in the event that future conditions should so require (Ord. #2-77, 19-5 803; Ord #28-81, 3)
