19-4.14 SUBDIVISION PLAT AND SITE PLAN DETAILS.

19-4.1401 Minor Subdivision Details.

The plat shall be based on tax map information or some other similarly accurate information at a scale to enable the entire tract to be legibly shown on one (1) sheet The scale shall not be less than forty (40') feet to the inch but need not be larger than ten (10') feet to the inch. Where this scale would result in an unduly large map, the Planning Board may permit the use of a key map to show the entire tract. The plat shall be prepared by a New Jersey licensed land surveyor and shall show and include the following information

a. Location The location of that portion of the tract to be subdivided in relation to the entire tract

b. Identity The tax map sheet, block and lot number

c. Owners. The name of owner and of all adjoining land owners as disclosed by the most recent Township tax records.

d. Bearings, Distances and Area. Bearing and distances of all lot lines including the square footage of each lot drawn both total and by zoning requirements. A readily accessible point of beginning shall be clearly delineated (Monuments, railroad spike, intersection, etc)

e. Structures. All existing structures on the tract to be subdivided and on adjoining tracts.

f. Streets and Easements All street names and all existing and proposed easements and restrictions stating the use of each easement and the text of each restriction.

g. Zoning. All zoning districts and the location of any zoning boundaries within the subdivision

h. Yard Setbacks Front, rear and side yard setback lines as required by the Township Zoning Ordinance

i Certification Name and address of person preparing map together with a statement by the person defining whether or not the subdivision or any portion thereof falls within the flood plain limits as established by subsection 19-5 724 of the Zoning Chapter.

j. Date. Date of original preparation of map and date of revision, if any, of map

k. Culture. Show all woods, rock outcroppings, streams, etc.

l. Dedication of Streets Dedication of streets in accordance with the Master Plan

m. Signature Block Signature block as required by subsection 19-4.1410.

n. Topography. Contours at five (5') foot intervals for slopes averaging fifteen (15%) percent or more and at two (2') foot intervals for land of lesser slope to determine the general slope and natural drainage of the land and the high and low points for all proposed new streets. 19-4.1402 Major Subdivision Sketch Plat Details.

The sketch plat shall be based on tax map information or some other similarly accurate information. The plat shall be drawn by a New Jersey licensed land surveyor and shall show and include the following information.

a. Scale The plat shall be drawn accurately to scale The minimum scale shall be two hundred (200') feet to the inch

b. Location the location of that portion of the tract to be subdivided in relation to the entire tract.

c. Identity. The tax map sheet, block and lot number

d. Owners. The name of owner and of all adjoining land owners as disclosed by the most recent Township tax records

e. Dimensions The dimension of all lot lines including the square footage of each lot.

f. Structures All existing structures on the tract to be subdivided and within two hundred (200') feet thereof

g. Streets and Easements All existing or proposed streets, easements, restrictions, rights-of-way, streams or natural water courses and drainage ditches in and within two hundred (200') feet of the subdivision and all street names, stating the use of each easement and the text of such restriction

h. Zoning All zoning districts and the location of any zoning boundaries within the subdivision.

i Yard Setbacks Front, rear and side yard setback lines as required by the Township Zoning Ordinance

j. Certification. Name and address of person preparing map and appropriate seal and State license number

k. Date. Date of original preparation of map and date of revision, if any, of map.

l. Title. Title of subdivision as well as old name of map if previously submitted under different title.

m. Signature block Signature block as required by subsection 19-4.1410

n. Topography Contours at five (5') foot intervals for slopes averaging fifteen (15%) percent or more and at two (2') foot intervals for land of lesser slope to determine the general slope and natural drainage of the land and the high and low points for all proposed new streets. 19-4.1403 Preliminary Plat Details.

Preliminary plats shall be drawn by a New Jersey licensed professional engineer and land surveyor and shall meet all provisions of this Chapter and shall show or be accompanied by the following information:

a. Scale. The plat shall be drawn accurately to scale. The minimum scale shall be fifty (50') feet to the inch

b. Key Map. A key map showing the entire subdivision and its relation to surrounding areas, including the location and names of principal roads Minimum scale shall be one thousand five hundred (1500') feet to the inch

c. Data. The tract name, tax map sheet, block and lot number, date reference meridian, graphic scale and the following names and addresses-

1. Name and address of record owner or owners

2. Name and address of the subdivider.

3. Name and address of person who prepared map

d. Owners The names of all adjoining land owners within two hundred (200') feet as disclosed by the most recent Township tax records.

e. Acreage The total acreage of the tract to the nearest one-tenth (1/10) of an acre.

f. Contours and Profiles. Contours at five (5') foot intervals for slopes averaging fifteen (15%) percent or more and at two (2') foot intervals for land of lesser slope to determine the general slope and natural drainage of the land and the high and low points for all proposed new streets.

g. Street Profiles Cross sections centerline profiles and tentative grades of all proposed streets based on the design standards of subsections 19-4 1501 and 19-4 1502 together with specifications furnished by the Township Engineer

h. Property Lines The location of existing and proposed property lines showing the dimensions of each

i Structures All existing structures on the tract to be subdivided and within two hundred (200') feet thereof

j. Streets and Easements. The location of existing and proposed streets, easements, watercourses, railroads, bridges, culverts, drain pipes, any natural features such as wooded areas and rock formations in and within two hundred (200') feet of the subdivision and all street names together with copies of existing easements of record

k. Utilities.



1. General plans of proposed utility layouts (sanitary sewers, storm drains, water, gas and electricity) showing feasible connections to existing or any proposed utility systems When an individual water supply or sewage disposal system is proposed, the plan for such system must be approved by the appropriate local, County or State Health Agency and such approval shall be submitted with the preliminary plat Any subdivision or part thereof, which does not meet the established requirements of this Chapter or other applicable regulations shall not be approved. Any remedy proposed to overcome such a situation shall first be approved by the appropriate local, County or State Health Agency

2. Electric and Telephone Utilities For all major subdivisions the applicant shall arrange with the serving utility for the underground installation of the utilities' distribution supply lines and service connections in accordance with the provisions of the applicable standard terms and conditions incorporated as a part of its tariff as the same are then on file with the State of New Jersey Board of Public Utility Commissioners and shall submit to the Planning Board prior to the granting of preliminary approval a written instrument from each serving utility which shall evidence full compliance with the provisions of this paragraph; provided, however, that lots in such subdivisions which abut existing streets where overhead electric or telephone distribution supply lines have theretofore been installed on any portion of the streets involved may be supplied with electric and telephone service from such overhead lines or extensions thereof but the service connections from the utilities' overhead lines shall be installed underground The location of access facilities for servicing the utility in the proposed subdivision shall be developed in conjunction with and as part of the complete subdivision plan

3. Rights-of-Way. Where the utility is not installed in the public right-of-way, and appropriate utility easement not less than fifteen (15') feet in width shall be provided

l. Zoning All zoning districts and the location of any zoning boundaries within the tract.

m. Setback Building setback liens as required by the Township Zoning Ordinance.

n. Deed Restrictions A copy of any existing or proposed protective or restrictive covenants or deed restrictions applying to the land being subdivided shall be submitted with the preliminary plat,

o Open Space. The location of open spaces to be dedicated for public parks, playgrounds or other public uses.

p. Development Plan. A map indicating the use of the lots within the subdivision.

q. Lot Areas A map showing individual lot areas including:

1. Total lot area

2. Area that may be measured in accordance with the Township Zoning Ordinance



r. Drainage and Grading A preliminary grading and drainage system shall be part of the preliminary layout This shall conform to the specifications furnished by the Township Engineer

s. Stream Crossing Structures Any stream crossing structures greater than five (5') feet in length shall be submitted to County Engineer for approval and a place for such approval shall be set forth on the plat.

t. Certification The professional engineer and land surveyor drawing the submission shall certify whether or not any portion of the subdivision falls within a flood plain area as denoted in subsection 19-5 724 of this Chapter.

u. Construction Details. Unless all construction details are in accordance with the standard details of construction currently in use by the Township The professional engineer shall submit his design for all structures showing the details of same which are not in conformance with the aforementioned township standards.

v. Signature Block. Signature block as required by Section 19-1410 (Ord #2-77, 19-4.1403, Ord. #9-81, 18)

19-4.1404 Final Plat Details.

The final plat shall be drawn by a New Jersey licensed land surveyor in ink on tracing cloth in compliance with all the provisions of Chapter 358 of the Laws of 1953 (N J.S A 46 23-9.1 et seq) The final plat shall show or be accompanied by the following

a. Scale. The plat shall be drawn accurately to scale The minimum scale shall be one hundred (100') feet to the inch

b. Data Date, name and location of the subdivision, name of owner, and subdivider, graphic scale and reference meridian.

c. Property Lines Tract boundary lines, right-of-way, flood plain limits, lines of streets, street names, easements and other rights-of-way, land to be reserved or dedicated to public use, all lot lines and other site lines, with accurate dimensions, bearings, or deflections, angles, and radii, arcs and central angles of all curves

d. Use of Land. The purpose of any easement of land reserved or dedicated to public use shall be designated and the proposed use of sites other than residential shall be noted.

e. Block and Lot Numbers Each block shall be numbered in conformance with the tax map of the Township and lots within each new block shall be numbered in accordance with lot numbers assigned by the Tax Assessor

f. Setback Lines Minimum building setback line on all lots and other sites.



g. Monuments. Location and description of all monuments.

h. Adjoining Property Ownership. Names and owners of adjoining land

i Required signatures for final corporations or companies.

j. Required signatures for final individuals

k. Certification of Other's Approval When approval of a plat is required by any officer or body of such a municipality, County or State, such approval shall be certified on the plat

Names of owners of plats submitted by plats submitted by

l. Street Profiles As built cross sections and profiles of streets shall be required to accompany the final plat A construction sheet showing typical construction details such as typical section of street or road, curb section, drop inlet or catch basin manhole, guard-rail detail, etc shall be required to accompany the final plat

m. Grading Plan As-built grading plan showing existing and final contours at five (5') foot intervals for slopes averaging fifteen (15%) percent or greater and at two (2') foot intervals for land of lesser slope

n. Water and Sewer Profiles As-built plans and profiles of storm and sanitary sewers and water mains Both a print and a mylar reproduction of all such as-built plans shall be provided and shall include the following information water mains, sanitary sewers, storm drainage, gas lines, sanitary laterals, water service lines (with station off-set), pipe sizes and type, manholes, inlets, all valves (with three tie distances), hydrants, pumping or booster stations, force mains, inverts and top elevations of manholes and inlets length of pipe between structures and water tanks (Ord #2-77, 19-4 1404, Ord #9-81, 19)

19-4.1405 Preliminary Site Plan Details.

The preliminary site plan shall be drawn at a scale at least one inch equals thirty feet (1"=30') provided, however, where this scale would result in an unduly large map, the Planning Board may permit a larger scale All engineering detail shown on the site plan shall be prepared and certified by a New Jersey licensed professional engineer The site plan shall include the following information

a. Name and title of applicant, owner and person preparing map

b. Place for signature of Chairman and Secretary of the Planning Board

c. Place for signature of Township Engineer

d. Tax map lot and block number.

e. Date, scale and north sign

f. Zone district in which property in question falls.

g. The entire property in question even through only a portion of the property is involved in the site plan, provided where it is physically impossible to show the entire property on one (1) sheet, a key map is permitted

h. All abutting streets and property lines

i Front, side and rear setback dimensions.

j. All lot line dimensions

k. Rights-of-way, easements and all lands to be dedicated to the Township

l. The principal buildings and all accessory structures, with dimensions, including the height, number of stories and first floor elevation

m. Type of paving, curbs, sidewalks, parking space layouts and loading areas with dimensions

n. Location and construction details of catch basins and all storm drainage facilities

o Location, size and type of all proposed landscaping including shade trees both on the lot and along the public right-of-way. In addition, design details of fences, walls and similar facilities shall be furnished. Plans for landscaping and landscape structures must accompany the application but may be on a separate plan to be approved by the Planning Board.

p. Location and type of all proposed lighting

q. Location, size and general description of all proposed signs including both business sign and those related to off-street parking or loading areas

r. Topography at five (5') foot contour intervals for slopes averaging fifteen (15%) percent or more and at two (2') foot intervals for lands of less slopes

s. Approved public or private sanitary sewage facilities.

t. Flood Plain information, if appropriate

u. Signature block as required by subsection 19-4.1410.
