Section 404 - Final Plan

The final plan shall conform in all important details with the preliminary plan as approved by the Board of Supervisors and shall incorporate any and all conditions specified under the preliminary plan approval

A. The final plan shall consist of a:

1. Record Final Plan (see 404B)

2. Final Improvements Construction Plan (see 404E)

3. Final Resource Impact and Conservation Plan (see 404D)

4. Existing Resources and Site Analysis Map (see 404C)

5. Sediment/Erosion Control Plan (see 404F)

6. Final Landscape Plan (see 404H)

7. Final Studies, Plans, Reports and Agreements

a. Greenspace Ownership and Management Plan (see 404F)

b. Community Association Documents (see 404G)

c. Additional Approvals, Certificates and Documents

B. Record Final Plan

(For Minor Subdivisions only the Record Final Plan shall be required.)

1. Sheet Size and Scale: The Record Final Plan shall conform to the Preliminary Plan requirements for sheet size and scale.

2. Data: The Record Final Plan shall include the following information as a minimum:

a. A statement identifying the plan to be the Record Final Plan.

b. Tract boundaries and area per a recent survey by a Professional Land Surveyor registered in Pennsylvania.

c. Signed and sealed surveyor's certificate of accuracy using the form in Appendix F.

d. Exact bearings and distances for all proposed subdivision lines to the nearest hundredth of a foot.

e. Exact lot areas to the nearest thousandth of an acre.

f Distance to the intersection of the centerlines of the nearest established street intersection.

g. Complete survey data for all street centerline and street right-of-way line curves proposed on a plan, including radius, delta, arc, chord and chord bearing.

h. Required sight triangle areas at all proposed intersections

i. Street names.

j. Location and material of all permanent monuments and lot markers.

k. Setback lines not less than the minimum fixed by the Township Zoning Ordinance or by any deed restriction on the tract, whichever is greater.

j. All existing, natural or man-made watercourses with existing One-hundred (100) year flood line and existing "project" flood line if the latter is available.

k. Signature block including space for:

1) Approval by the Township Board of Supervisors

2) Review by the Township Planning commission

3) Review by the County Planning Commission.

1. The appropriate labeling of all areas intended for dedication or reservation

m. All easements or rights-of-way accurately labeled with a title describing their intended use and specifically described with bearings and distances, where provided for or owned by public service agencies, and any limitations on such easements or right-of-way, and

n. Parks, playgrounds, and other open areas to be dedicated for public use or to be reserved for private use, appropriately labeled and accurately described with bearings and distances, and including any conditions governing such use and parks, playgrounds, and other open areas to be reserved for private use and allocated to individual lots, appropriately labeled and accurately described by lot with bearings and distances, and including any conditions governing such use (Not required of minor subdivisions) (Amended 6/10/91]

o. If a declaration of covenants and restrictions is intended to be recorded, the following phrase "For restrictions binding the lots shown on this plan, see declaration of covenants and restrictions by, dated and recorded in the office of the Recorder of Deeds in and for Chester County, Pennsylvania, at Record Book Page

p. The phrase "Recorded in the office of the Recorder of Deeds in and for Chester county, lettered on the plan along the lower edge of the sheet, so that the Recorder of Deeds may acknowledge receipt and recording of the plan when it is presented.

q. A Data Column, containing:

1) Gross Acreage

2) Total number of lots

3) Average lot size

4) Average lot area and minimum lot area



5) Total area in lots and in streets)

6) Existing zoning

7) Schedule of zoning regulations

8) Proposed source of water supply

9) Proposed types of sewage disposal

10) Total linear feet of proposed streets measured along the centerline by the various right-of-way widths

11) Name and address of legal owner

12) Name and address of equitable owner

13) Source of tide

14) Number of monuments and lot markers by type to be set

15) Number of trees to be set

16) For site development plans, the following additional data a) Area and percentage of building coverage b) Area and percentage of impervious surfaces c) Number of parking spaces required and Provided

17) Other data as may be required

r. Standard notes as contained in Appendix H.

s. Debris disposal area locations. (Not required of minor subdivisions) [Amended 6/10/91]

t. Agricultural, environmental, scenic and historic resources as delineated on maps IA through IC in the London Britain Township Open Space, Recreation and Environmental Resources Plan. [Amended 3/22/931

u. All data required by Section 503C of this Ordinance when a driveway is planned to serve more than one residence.

v. All data required by Section 506 of this Ordinance.

w. Names of all owners of all properties adjacent to the tract.

x. Notarized signature of landowner awareness of the proposed subdivision.

y. A statement on the plan indicating which design option (1, 2, 3, 4, 5 or 6) is being utilized to create the subdivision.

z. Other Data as required

C. Existing Resources and Site Analysis Map



A map as described and required in Section 401A3 consistent with the terms of Preliminary Plan approval and modified as necessary to reflect the proposal for final approval.

D. Final Resource Impact and Conservation Plan

1. This plan shall comply with all of the requirements for the Preliminary Resource Impact and Conservation Plan, as set forth in Section 401B3, to reflect all proposed improvements described in the other Final Plan documents as required under Section 403 herein.

2. In addition to the requirements of Section 403B3, the applicant shall submit an accompanying Resource Assessment Report divided into the following sections: (1) description of existing resources (as documented in Section 403B3) impacts of the proposed subdivision on existing resources, correlated to the areas depicted in the Final Resource Impact and Conservation Plan, and (3) measures taken to minimize and control such impacts both during and following the period of site disturbance and construction. The qualifications and experience of the preparer of this report shall be provided.

E. Improvements Construction Plan

Where public or private improvements other than monuments and street traffic signs are to be required for any subdivision or land development, an Improvements Construction Plan and specifications, prepared by a registered professional engineer, shall be filed, setting forth the precise nature and exact location of the work and all engineering data necessary for completion of the work. The Improvements Construction Plan and specifications shall be subject to approval of the Township Engineer and the Board as a prerequisite to approval of the Final Plan. The Improvements Construction Plan shall conform with the following standards and contain the following information:

1. An improvement construction plan shall be required whenever an improvement is to be constructed or installed.

2. Sheet size and scale: the Improvement Construction Plan shall conform to the Preliminary Plan requirements for sheet size and scale.

3. Data - The Improvement Construction Plan shall show all the required data listed for the Preliminary Plan and any conditions agreed to regarding the Final Plan.

4. If required, a plan, details and specifications of street lights to be installed, together with the necessary contract for street light installation for approval by the Township.

5. Detailed design of any stormwater management facilities that may be required.

6. If new roads are proposed, road profiles showing the following:

a. Plan view showing:

i. North arrow

ii. Centerline stationing (to include horizontal PC's and PT's and road intersections)

iii. Storm drainage structures and sewers

iv. Location of existing and proposed sanitary sewers

v. Location of existing and proposed water lines

A. Location of any underground utility within right-of-way

vii. Location of sight triangles at all intersections

b. Profile view showing:

i. Profile of existing ground along centerline and along both right-of-way lines

ii. Profile of proposed grade showing grades at fifty (50) foot stations on tangents and at twenty-five (25) on vertical curves

iii. Vertical Curve Data: Point of vertical intersection, length of vertical curve, vertical correction, grade on vertical curve iv. Station and elevation of turning point on crests or sag curves

v. Profile view of sanitary and storm sewers showing with structure types and elevations pipe type, class, length and slope

vi. Profile view of water lines showing: waterline type and class appurtenances (water valves, blowoffs, etc) depth from finished grade to top of waterline.

c. Street Cross-Section showing:

i. Pavement section,

ii. cartway,



iii. shoulders,

iv. roadside swales,

v. cross-slopes and

vi. tie-in slopes

7. Where off-site or community sewer service is to be provided, the final detailed design of all facilities, including, but not limited to, sewer mains, manholes, pumping stations, and sewage treatment facilities shall be submitted as part of the Improvement Construction Plan.

8. Where off-site or central water service or water supply is to be provided, the final detailed design, including location and size of water service facilities within the subdivision, shall be shown, including wells, storage tanks, pumps, mains, valves, and hydrants.

9. Detailed designs for all other improvements as required by this ordinance.

10. A vertical aerial photograph enlarged to a scale not less detailed than 1 inch = 400 feet, with the site boundaries clearly marked

11. All lot lines, street rights-of-way and easements shall be in accordance with the Record Final Plan.

12. No areas need be shown.

13. The data column need not be shown.

14. Setback lines and rear yard lines. Clear site triangle lines shall supersede

15. Site grading showing extent of cuts and fills.

16. Significant planimetric and physical features.

17. All areas within the site where tree stumps and/or other debris is intended to be buried shall be clearly identified and limited by specifying the maximum acreage and dimensions of such area. When such a use directly affects a proposed building site, sufficient data shall be submitted indicating its effect on the area intended for construction. In no case shall any structure or street be constructed on an area where materials have been buried unless engineering data are submitted to and approved by the Board of Supervisors demonstrating that no adverse condition will result from such filling and construction. If no debris is to be buried on-site, add a note to the data column saying so.

18. Plan note indicating, by lot number, which lots are in Onlot Sewage Management Areas. [Amended 6/10/91]

19. Agricultural, environmental, scenic and historic resources as delineated on maps 1A through IC in the London Britain Township Open Space, Recreation and Environmental Resources Plan. [Amended 3/22/93]

20. All data required by Section 503C of this Ordinance when a driveway is planned to serve more than one residence.

21. All data required by Section 506 of this Ordinance.

22. If sanitary sewers, storm sewers or drainage ways extend beyond the road right-of-way, profiles conforming to the requirements of Subsection 402 D.3.b.v.

23. If waterlines extend beyond the road right-of-way, profiles conforming to the requirements of Subsection 402 D.e.b.vi.

F. Sediment/Erosion Control Plan [Amended 5/8/87]

1. Size and Scale: The Sediment/Erosion Control Plan shall conform to the Preliminary Plan requirements for sheet size and scale.

2. Data: The Sediment/Erosion Control Plan shall include the following information as a minimum:

a. Statement identifying plan as the Sediment/Erosion Control Plan.

b. All information required for a Preliminary Plan except:

1) Bearings and distances on lot lines

2) Lot areas

3) Notarized signature of landowner awareness of the proposed subdivision

4) Data column containing the items listed in Section 402.B.5.

5) Road profiles

6) Utility profiles

c. A sediment/erosion control narrative on the plan covering:



1) Intent of conservation program

2) General description of sediment/erosion control measures to be employed

d. A planned sequence of construction narrative on the plan covering:

1) Sequence of installing sediment/erosion control measures in relation to sequence of general construction

2) Date project is to begin and expected date final stabilization is to be completed.

e. Sedimentlerosion control measures

f Sediment/erosion control details and specifications

g. Calculations for sizing sediment/erosion control measures

G. Final Greenspace Ownership and Management Plan

Using the Final Plan as a base map, the precise boundaries, exact acreage, and proposed ownership of all proposed Greenspace areas shall be shown. A narrative report shall also be prepared indicating how and by whom such Greenspace areas will be managed, and demonstrating compliance with Sections 407 and 409 of the Zoning Ordinance.

H. Community Association Document

The applicant shall submit a revised copy of the by-laws proposed to govern the homeowner association that will own and manage common open space within the subdivision. This revised copy shall incorporate responses to all concerns expressed by the Township with respect the preliminary draft. This document shall specifically address all the requirements listed in Section 409 of the Zoning Ordinance.

I. Final Landscape Plan

J. Additional Approvals, Certificates and Documents

1. All offers of dedication of realty or structures and all declarations, easements and covenants governing the reservation and maintenance of undedicated open space, for the Final Plan shall be in such form as shall be satisfactory to the Board.

2. A copy of such deed restrictions, easements, covenants and declarations which are to be imposed upon the property to comply with the Final Plan as approved by the Board. All such documents shall be in such form as is satisfactory to said Board.
