The Planning Board shall in accordance with the provisions of N J S.A 40:55D-28 prepare and after public hearing, adopt or amend a Master Plan, or component parts thereof for the physical development of the Township, to guide the use of lands within the Municipality in a manner which protects public health and safety and promotes the general welfare. The Master Plan may include proposals for various stages in the future development of the Township The Master Plan shall include provisions to allow the Township to meet its affordable housing obligations and to effectuate the Township's Fair Share Compliance Plan.

The Master Plan shall generally comprise a report or statement and land use and development proposals, with maps, diagrams and text recommending the physical development of the Township which the Planning Board shall have adopted either as a whole or severally after public hearings, presenting where appropriate, the elements described in Article 13 2
